What the hell happened with Kamen Rider Kabuto?

It feels as if the show completely lost its direction around the halfway point, and just kept trying random shit until they ran out of episodes to fill out. Most of the 2nd-half plots are half-assed at best and pointless at worse.

It's well-documented that Hibiki's second half got fucked over by the director change to the guy who did the mediocre movie, but I really want to know what the fuck happened to screw up Kabuto so much.
