When Germans moved into an area, either via a treaty that granted them land in exchange for soldiers or just straight up conquest/moving into a vacated area they often preserved the Roman bureaucracy and just collected tax from Roman landholders. Alaric sacked Rome as a powerplay against Honorius to get named magister militum and secure land/food deals. Even the Vandals who were barely "Romanized" sacked Rome for reasons of political maneuvering within the imperial system after the Theodosian dynasty fell. Odoacer/Theodoric in Italy preserved the senate and minted coins with the emperor in constantinople on them. We have these threads nearly every day.
