A general rule is that 50% of an organization's value is produced by a group the size of the square root of the number of employees. For the CIA, that's SQRT(22000) or about 148 people. The rest collectively struggle to provide the other 50% of value, with quite a few employees providing negative value.
When important information flows into the CIA, what are the odds it ends up with one of those 148 people? Hopefully not just 148/22000 but since the CIA is highly compartmentalized, maybe it is that simple.
