I don't think the IDs getting replaced means these characters are scrapped. They have to put the characters they plan to release next into the latest IDs for shit like the menus to be in order. Gambit and Jia Jing had separate ID's and list of abilities attached to them so the notion that somehow she was always filler to be replaced for him or a troll to hide his inclusion, even when both were present at the same time before, seems naive and misguided.
