This is the only game where they just cannot for the life of themselves balance characters. Coming from Destiny 2 I thought that was a bad experience, but this game takes the cake for having the worst balance patches I've ever seen in a live service multiplayer.

And that's impressive because I also screwed around with their other game Naraka Blade point and that shit set the bar so unfathomably low that people quit it and it became unsalvagable.

That isn't even scummy, it's basic sales tactics to make it appear cheaper than 1000.
The real scummy stuff in live service and mobile games is how they calculate how much you earn from things like battle passes and adjust the sizes of the chunks of currency you can buy on the store so you generally don't have enough to buy skins/passes/etc and need to buy a bigger currency pack than you need to make the skins or whatever purchase.

They nerf things which has nothing to do with why heroes are strong. They buff things which will have no impact or don't fix why a hero isn't picked or good. They overnerf some heroes (which can even be bad) due to kneejerk reaction from some community whining or that a hero was picked in whatever joke tournament they happened to watch. They rework heroes that don't need it for any good reason and the rework makes them play worse than before.
They then don't even make bigger or more interesting balance changes that people get excited about, so the meta and game ends up very stale and samey. How heroes function and their positions in the meta has barely shifted since launch.

Everything can outheal Jean's pitiful damage so you really have to work to earn kills. It's not just head clicking, you often have to do a lot more setup than Hela would. Also unlike Hela, her stun is barely functional and a lot of characters just jump out of it even on a direct hit. I've never seen anyone, not even Spider-Man or Wanda ignore Hela's stun which has been made even better with the Venom teamup.

Last but certainly not least, her ult is garbage and again requires 10x the amount of setup and work to earn kills with it. You are a slave to other ults like Rocket and Hela herself, pretty much just waiting for them to pop theirs first as if you are a fucking supportsissy.
