Yeah sure, but the reward system should be organic. There will never be a perfect meritocracy but deliberately trying to "correct" a flawed meritocracy will just make it far less merit based, which is what DEI and similar measures have done. That's demonstrably the logical conclusion of liberalism/anti-racism in a multicultural society. Once again, there can never be a true meritocracy because the people in charge of hiring and promoting people will always have both personal and collective preferences, but you can maximize merit by ensuring that representatives of the majority population are in charge, as they are less likely to show preference to their in-group compared to a smaller minority.
