Snipers and shotguns in most shooter games are annoying because their time to kill is just your ping + reaction time. Making them require at least 2 hits to kill in most circumstances and giving them an appropriate cycle rate makes them feel a ton better. That doesn't work for most games though because they typically have automatic weapons which kill much faster for headshots, so when the shotgun takes 2 hits to kill with a 500ms cycle rate, people tend to just use rifles or SMGs.
