Ultraman is an example of a toku franchise that kept their designs really simple and close to the originals, but that also resulted in everybody looking kinda samey in my opinion, but that also reflects the philosophy of both franchise: While Ultraman is a stable/conservative franchise that tries to keep the experience relatively pure to the oldschool shows (most of the time at least), Kamen Rider is always reinventing itself with experiments with its ups and downs, nobody is going to like every season but certain seasons can vibe with you in a higher level than Ultraman (it's my personal take at least).
Talking strictly design-wise, personally I like how Rider plays around with designs, at least a lot of base/main forms still have a balanced creativity about them (especially when you get to know the season themes/plot) but yeah some "power-ups" can go very overboard in ways that I don't like.
