It's been this way since day zero, Japan has known this the entire time, and you're just mad that you were late to find out because NoA and TPCi were incompetent twats who refused to address the reality until Legends Arceus gave TPCi no choice but to confirm "yes, Pokemon shrink" to an overseas audience.
