The only difference is that you range off of horizontal distance instead of straight-line distance. The bullet only drops based upon the horizontal distance traveled, not the vertical. But wind has effects across total distance (only a variable in very high-angle shooting).
Let's be generous here and say that he was 6 stories up and 200yds away. The total length of the shot would be 603'. The bullet would only drop as though it had traveled 600'.
A complete non-issue for both elevation and windage.
