As someone who has some experience with troubleshooting and building PC's, I watched the whole fucking thing and came to the conclusion that the CPU might be dead, all symptoms point to that as he has already tried these:
>He's fine on PSU he has 1100W according to him and his PC turns on no problems
>Tried another Ram stick, still no POST
>PC turns on but no image
>GPU is (probably) fine as he tried plugging monitor to motherboard port, still no image.
>tried resetting bios
>OS drive is probably fine, since he cant even POST its not a drive issue, its a hardware issue at this point
>LED Lights of motherboard are lighting up at "CPU DRAM" according to him
>USB devices lights flickering (Stream deck)
>he has a 9800X3D but no ASRock Motherboard so there should not have been risks of MB burning the chip

What probably happened is that GameGuard or HD2 itself or both made his CPU spike to 100% like pic related and hard locked during that
