I can see some element of her being romantically interested in Madoka but it would be buried to the point where even Homura herself likely doesn't realise it. And if she does realise it, it would likely just be overshadowed by her own self-hatred to the point where she wouldn't ever act on it. Either way her romance is the one of the least interesting aspects of her feeling to Madoka outside of shipbait
