Luffy defeated Kizaru on a double knockdown and at the time he was the weakest of the emperors we've seen with two countdown timers on his ass from both his lack of experience with G5 and Kizaru being able to focus anyone/just run from Luffy/go on Vegapunk.

Time and time again admirals are shown to be way stronger than first commanders, but still way weaker than emperors.
The top emperors like Shanks/Kaido can probably deal with one relatively easily, while the absolute top tiers like Whitebeard, Rocks and Roger can deal with two, maybe even three in the case of Roger.
