Basically any magus with unlimited time and resources can reshape the world. It's just that the world already moving from their craft, that there are monsters on that level around that will smack those that get to try close and that magi can just die from in-fighting or other causes (as they are still human). We have known that for quite some time, like it's the basic plot of F/SN already that the world can end with a badly planned ritual that has only been going on for the last 250 years or so.
