It is simply a lost cause at this point and will never recover.
I don't want to waste my evening outlining the problem, but simply put

>the community itself has attracted the absolute worst types of players in the entire tabletop wargaming hobby, and they are not leaving. Even if you "fixed" GW and the awful rules writing, you would have to forcibly evict all current players are replace them with something else for the game to be good again
