apparently the problem is that provence has arbitrarily decided that the previous queen's daughter will be the new ruler, even though she was passed over for the throne when her mother died
so she gets the throne of provence, and then the game checks the other members of the union and sees they have different rulers (because they are all in regency) and dissolves the union
notably, this heir was not the highest-scoring possibility when the old queen died, but he was #1 in the list of heirs for years regardless, because succession is straight up broken
