You're overcomplicating or disregarding the core issue. She isn't "too goofy" -- she is insecure. She feels awkward trying to embody any sensuality, seduction, or in a broader sense, competence. It isn't that she's too lol randum, it's that she doesn't take herself seriously or respect herself enough to feel like she is stepping into an aspect of her multifacetedness rather than putting on an ill-fitting costume in the role of policewoman or otherwise.
