I don't think they plan to stay there, it's a place to flee to in the short term (in Israel does actually fall). It's more it's a useful place for cleaning money (especially things like this Ukraine war, a lot of the front companies I saw that were larping as Ukrainian and "donate" were actually companies registered in Cyprus with old testament names.
Longer term I think they could actually colonise Ukraine as Israel 2.0. Better soil. More land. A lot of fighting age natives killed by Russia for them (so less work to do but also they can blame Russia for it).
