Christopher Dorner was a single former marine + LA PD officer who was a victim of internal conspiracy for reporting corruption. Probably done by Freemasons, but he didn't know who or what that group is. It led to a state wide manhunt where the police were so scared they shot up random civilian vehicles and killed them. When they cornered him in a cabin in the woods, they were too scared to go in and try and arrest him, so they burned the cabin down.
Now imagine there's 5,000 of these across the county, at the same time with different targets. The police system would grind to a halt, because there's nothing to do to stop it. They are not prepared for action on that scale.
