You know what's crazy, is that they easily could, they just won't. Players actually want LESS. Players are begging BGS to remove pointless time wasters like settlement crafting, NPC management, resource gathering, ship building, and procedurally generated content in favor of giving them a focused game that specializes in immersion, exploration, choices and adventure. But BGS is too chickenshit to remove any system they introduced in a previous game because of the sunk cost fallacy, and the fact that removing systems would probably piss off the braindead tranny who built them.
