Neji's abilities counter Haku pretty hard.

Same with Gaara. At worst, it'd be like the rain ninja guy from the forest of death that tried fighting Gaara with needles, and at best he'd just block his attacks with the sand armor.
Haku really doesn't feel like he's above Kakashi and Zabuza, despite what Zabuza said.
