people like voiced protagonists in a game where you're playing a predetermined character with some mild malleability, games which are supposed to be complete RPGs, like the Elder Scrolls or Fallout, don't fit that bill.
When you're playing Commander Shepard, you're playing that character specifically. His or her name may be different, the armour skin you wear may be different, but the character still has a particular personality that your choices fit within.
Same thing for Hawke in Dragon Age, or the Inquisitor. These characters were always going to do the things they're doing, you're just along for the ride and get to nudge them in the direction you like.

Geralt in the Witcher 3 is a pre-established character, all you're doing in the game is following his story. TW3 is far less linear than the previous two entries, but ultimately you still end up with limited choices. You didn't get to make up that guy.
