I think the turn order makes a lot of sense. In base DR it always bothered me how you couldn't attack and pacify on the same turn.
I'll have to wait and see it in action for a full judgement, but I do like how you're making the battle system more robust than the original games. I always felt like the act system prevented the kind of build customisation and flexible playstyles typical of standard RPGs, so expansions like these are very welcome.
