If it was Gore that had invaded Afghanistan in 2001, I think the US could have succeeded. The Bush White House and Rumsfeld DoD had this irrational, petty seethe about the nation-building that the Clinton Admin had done in the 90s in former Yugoslavia. This led to them refusing to form any kinds of plans for postwar in Afghanistan and Iraq, and the Bush Admin never even really tried to set these countries up for success. In a way, the Bush/Cheney view of international relations was slightly Zigger-esque.
