It could be an influence. Mystical Elf predates Celtic Guardian. He first used him in his duel against Pegasus which was the beginning of Duelist Kingdom and more than 50 chapters after Mystical Elf appeared. I think Mystical Elf is just an average fantasy elf character while the connection between Celtic Guardian seems to be a lot stronger.
