>Kelvin is situational. His ability to rotate extremely fast is only sometimes useful. The extremely fast skywalk doesn't really help him cast knockdown, rescue beam, curse, or anything. His ability to beam the entire team with an unpurgeable slow is ok too. Don't forget his underwhelming ult, +6,000,000 HP regen that completely isolates teams and enemies. He doesn't have any way to close the gap, can't possibly cuck multiple other ultimates in the game
