The top of the companies aren't really paying that much attention to their products. Fallout TV is just one show among many things Amazon does. The writers think they're being subversive, sneaking in blunt messages that they hope will (somehow) accumulate and result in change. It's borderline magical thinking, as "the capitalist system" is in their eyes this monolith that can't be defeated, so these pointless gestures of resistance are all they have left.
