Yes but the simulation became real, so Rover decided against the destruction of Solaris-3 and hopes to preserve it and the real world. Rover started the Fractsidus and planned for the destruction of Solaris-3 to free everyone but by the time he was ready to execute the plan he discovered that the fake world became alive and he couldn't allow for it's destruction.
That's why he can't figure it out and looks for another answer.
He will convince some of the Fractsidus to join him again and to seek another answer in the hopes of saving both worlds.
