The captain has just finished taking credit for the crew's rescue, cutting Boimler out completely. Now he sees the way the bridge crew treats the lower decks. In TOS, it became a cliché that red-shirts died constantly. The same pattern exists here; again, not a parody, but an homage to classic Trek.
