I generally interpret the game as commenting on how despite the literal depraved insanity that is a murder-based economy (an explicit comment on our current system without the gentle veneer) towards a greater purpose, that that purpose in the end is essentially nothing. They gain nothing for having embraced the madness, the new wave is already dead, the Powers that Be still Be, and they never really had escaped History in the first place.
