Heretics were never threatening to (us) to be fair
You have the chosen blood to kill heretics and back then rapi also had red Hood core
It wasn't "how are we going to defeat this heretic" it was more like when are we going to defeat them
That changed during the Crystal Arc tho.
I do find funny how the Offsprings were stronger than the 4 beasts and yet we had more trouble fighting with them instead
