The PROMIS affair was a sophisticated espionage operation in which Israeli spymaster Rafi Eitan allegedly orchestrated the theft of INSLAW Inc.’s PROMIS software, a powerful case-management tool developed by William Hamilton in the early 1980s. Using a fake Israeli passport to pose as a prosecutor, Eitan visited INSLAW to assess the software and later acquired it through a U.S. Justice Dept contact, bypassing payment and leaving INSLAW to battle the U.S. government in court. Eitan enlisted Ari Ben-Menashe, his protégé in Israel’s Military Intelligence Directorate, to oversee the embedding of a backdoor by tech expert Michael Riconosciuto, enabling Mossad to covertly access data from any system running PROMIS. Marketed globally by British media tycoon and Mossad asset Robert Maxwell through his company Degem Computers, the bugged software was sold to intelligence agencies in countries like Australia, Canada, South Africa, Poland, South Korea, Guatemala, and even the Soviet KGB, generating over $500 million by 1989. They even sold the backdoor software to Los Alamos National Lab through Texas Seantor John Tower, a drunk with proclivities for diddling teens supposedly, for a $200,000 bribe in $50k installments to his Swiss account. This gave Israel unprecedented spying capabilities from Tel Aviv throughout the 1980s, as the backdoor allowed Mossad to remotely monitor sensitive intelligence operations worldwide, effectively turning PROMIS into a global surveillance tool. Maxwell also reportedly targeted Los Alamos National Laboratory, attempting to install PROMIS to potentially access U.S. nuclear secrets, further amplifying Israel’s intelligence reach. Eitan viewed PROMIS as a pinnacle achievement. Maxwell, whose 1991 death sparked assassination theories, were key to this audacious scheme.
