I can recommend, from what I know:
- Argentina: Quino is by far the most well known, under his own name and also on his "Mafalda" strips.
- Peru: "El Cuy" (pictured) is perhaps the most emblematic cartoon strip, though there was a ton of comic strip production during the 60s onwards, mostly satirical.
- Chile: Most well known is by far "Condorito" (character and strips)
