Because too many cosmetics were made with the brown pants in mind, so Valve would either need to wake up creator up and have them upload a fix, or they'd have to use a community fix that did all the work for them. And seeing as the first option is never gonna happen, something must be preventing Eric from implementing the community fix. Or he lazy.
