The US army stems from the British army at an age when closed rank and file was still important, they do, is just that they do not tend to make it a yearly public event like the rest of Europe but only on certain ocasions. Therefore they had the knowledge and I seriously doubt that they did not have the means. This is clearly a failure in leadership to properly motivate and organize this but it is hard to tell if was a failure at civilian or military level, or both, no ammount of cope is going to undo this.

A parade is a public show of force, both to your nation, allies and adversaries, it cheaply shows to everyone what you consider your top equipment to be, how many people can you concentrate in a single day and place, how they look, how they move, for how long they move without fucking up... even the faces of the poor bastards just walking around can be used to set the mood. This signals to everyone how you understand your own military and its role.

Is this a huge blow? No, thankfully the USA is not China and has a good track record of actual combat and deployments all over the world, so they can cling to that, but it is nonetheless really bad image and something that should simply not be ignored. Image can make you look weak, and weak people get picked up by others and seem less trustworthy by friends, and worse, it is the sort of thing that you cannot simply undo with another good parade or victory, because now it can be used by others to remind everyone how, at that moment in time, the USA could not do something right. That is the real damage here.
