They all have "papers", or at least before Biden they did.
They know they are illegal.
The employer knows they are illegal.
The government knows they are illegal.
But they have "papers" that "prove" they are legally entitled to live an work in the US which shields the employer from all criminal penalties.

There was that jewish guy who's kosher meat packing plant was raided by the INS / IRS who got in trouble for hiring illegals. His mistake was putting the fake document office on the same property as the packing plant, thus proving that the employer KNEW they were illegals (because THEY forged the papers right there).
