Storywise Other M has a schizophrenic placement that doesn't work. It's meant to be post-Super but they try to paint Samus as pre-Zero Mission.
Gameplaywise I actually liked the idea. I enjoy when a company tries to be innovative like that. Even if the mechanic hampers more than help, just a thoughtful way to play already makes the game unique. So I'm actually a fan of the single remote to alternate the gameplay in a weird attempt to mix the Classic and the Prime Metroids.
The issue is more like you said. They had a lot of nonsense like that. And the level design with huge sparse areas didn't help. For what it's worth I actually had fun here and there with the exploration and alternating the combat styles, but the vast majority of the time I was getting bored out of my mind.
