Not entirely true, gangbangers tend to shoot each other fairly often. Gangsters shooting gangsters make up the overwhelming majority of all gunshot injuries and deaths in the US when you exclude suicide.

It doesn't tend to be dramatic and protracted shootouts though, more often it's someone ambushing someone else and shooting at them with a handgun, taking quick shots, and then escaping. Kinda depends a bit how the situation goes, maybe they hit the target and the target runs away and maybe or maybe doesn't survive, or maybe they drop quickly, in which case the attacker might stick around for a few more seconds to shoot the target more to ensure death.

That's still a low roundcount though, because as said, this isn't practiced for, and recreational shooting is relatively scarce (as these people are very often fugitives/convicts, being seen with a firearm at a public range is a risk).
