You're using a made up definition. The only per-requisite for a meaningful open world is that the massive amount of space is actually utilized in proportion to it's size. And it doesn't require a massive budget to do. i.e.
>Dragon's Dogma: Has Elden Ring-esque enemy placement, but the world and enemies are given meaning through the escort quests, limited carry weight, and the day/night system acting as a timer.
>Elden Ring: you have a horse that can run past everything with zero skill requirement. checkpoints everywhere. no punishment for bad routing/being slow.
