the actual best pound for pound are Delta/CAG or whatever they're calling themselves nowadays
Ground Branch are technically better since they're one tier above and get recruits from Delta & other SMUs but they only recruit the actual evil ones that doesn't mind being glowniggers
hell even MARSOC Raiders are better than SEALs and they're only Tier 2
