I would have figured if they wanted the HMG to not have dogshit ballistics and high drag but keep a hollowpoint head to increase post penetration damage they'd put a ballistic cap on it ala 'armour piercing, capped, ballistic capped' APCBC naval artillery shells

That's easy, They don't use the same round. The AMR has an explosive round while the HMG fires an inert round
AMR fires 12.5x100 EIT, which stands for "Explosive, Incendiary, Tracer"
HMG fires 12.5x100 BCHP, which stands for "Ballistic Capped, Hollow Point"
