His original axe is intact, Serosh's is busted and missing an entire head.
He is fighting you with a broken weapon, holding back, and he BEAT the previous "lord" serosh with his old axe.
Maybe he was the one that broke his current axe in his old fight, or maybe its something that happened after he got ahold of it.
either way, THAT axe is fucked up, his original axe is fine, but also strange.

I wonder if he broke Serosh's axe on purpose to make it more like his original axe, because that one is clearly made to be one-headed.

Looking further, his OLD axe is clearly made so he can use it as a spear or lance.
Serosh's axe can't do that.
He might have had entire movesets he never got to hit you with, but that is just me theorizing.
