The eastern province is china, nappa nuked east city there. The western province is europe, that's where west city is, and north america is where the red ribbon army was based. As for aliens they aren't based on any nationality and saiyans are rip off of superman hence the black hair and eyes but they're kept pretty ambiguous for the most part.
