I assume transition metal based catalysts (Pd, Pt, Ru, etc) are not an option. Best bet for something purely organic would be enzymes like hydrogenases, that can oxidize H2. There are some borane compounds that can 'split' H2 and store it. No idea about their stability in water though off of the top of my head. So maybe borane based life forms?
