There is no "RNG blocking", enemies enter a defensive mode and only after a few hits will parry your combo. You can see in this webm the Yakumo player correctly identifying that he's about to get blocked and using the raven mode to guard break the opponent and keep his combo going.
He's right that it's a "guard state" I suppose, but he's not correctly reading what that means and how to deal with it. Enemies don't just randomly cancel your combos. It's as rock paper scissors design as "hold block, get grabbed" which is the number one thing to keep you constantly moving in NG2. Yakumo is built around his Raven form and weapon switching. Spam a single mode of a single weapon, get countered.
I really dislike the ice skating too, but I hope it's exclusively something that weapon can do, in which case it's ok. My bigger concern is the focus on AOE moves, it feels like Ninja Gaiden's DmC. But on the other hand Ryu's gameplay looks super tight so I also think it's ok as a Yakumo thing rather than a NG4 thing. If I find Yakumo too floaty, I'll just focus on Ryu exclusively after the first playthrough and problem solved.

Yeah he also has a bit more agency in the air compared to what we're used to in this series. I do like the idea that he has fundamental differences compared to Ryu.
