The memory wipe may be not a thing that happens intentionally/by design, at least not fully - though it's believable entities who'd want us in control would "help" the natural process to make it much more thorough than it'd be otherwise.
You see, clueless/dilettante dabblers tend to think of reincarnation as "you getting new bodies".
That is wrong.
Without a considerable degree of spiritual development and integration with subtle bodies, average person, the way they think, perceive and think ARE the body. Those bodies haven't existed before to have a full set of memories before birth and when they (we) will die, it will be their final death... after a fashion.
You see, there IS a spirit, but it's like a driver behind us. What we see, learn, experience, call forth to fuel our thoughts and emotions etc will shape, enrich and refine it (assuming it won't be stripped, which may be the true nature of what tards call "loosh"), the way experiences of a character in a game or a movie we're fully immersed in affects/shapes us as viewers.
With greater spiritual development/integration - more of what makes us will pass on to be part of the spirit and vice versa (that's why some individuals do have fragmentary recall of past lives and spiritual abilities). Or with certain workaround (it's why some occult traditions make creation of body of light/spiritual body double/golden vessel, what-have-you a priority - it's to serve as a container keeping more/this aspect of our consciousness functional even when the flesh dies).
I know it's disheartening to those who do fear death and as I've just mentioned there are ways to kinda manage it but we're not just one mind stretching through dimensions, our thoughts and memories are synchonized between our brain and its counterparts in our subtler bodies.
