FL implies that the people that lived there originated from Shiver Star/Earth since the city here shares the same design as the one where you fight that robot boss in 64. Plus the factory level being a very obvious callback to the one in 64 but without a more realistic style.
Nuclear winter seem like a stretch but humanity definitely left Earth at some point rather than getting killed off.
