>If 3 characters have a spell are charged they will happen after one another, not simultaneously,
I'm afraid you aren't being clear about your expections, because you're either completely ignorant or outright wrong. I'll help!

>If 3 characters
Your party. Got it!

>have a spell
You're now unclear in your implications:
● You've established we're speaking about "3 characters"
● You've now stated "a spell" or "single spell" So...
••• Each 3 characters are using one spell, "Fire?"
••• Each 3 characters are using different, single spells, "Fire," "Thunder," and "Ice?"
Regardless, that single spell from 3 characters (or those different spells from 3 characters) are now prepared for your next statement,

>are charged
After clarification your spell list, to state they "are charged" indicates
● the "Action Wait Bar" has taken its ~2seconds to fill and each 3 characters will now cast their single spell.
So they're GOING to cast each spell, from each character, immediately once the charge is complete! All of them! Even at the same time, if coincidence!!

>they will happen after one another, not simultaneously,
You claim they won't, but that's not true; they will! You've designed their gambit line to perform exactly that spell under exactly those conditions, so now they will! This is totally your plan!

>Only normal attacks circumvent this as they happen no matter what.
Not true at all! Only "being placed at the top of your gambit line" will. And, even then, it STILL MUST meet the conditions/requirements for action during battle: you will not "Ally Status=Blind -> Cast Esuna" even when it's the #1 most-important-action in your gambit list if it doesn't meet the conditions/requirements.
For example:
• No allies have "Blind," therefore "Esuna" will NOT be cast!
• Allies have "Blind," but you don't have enough MP to cast "Esuna," therefore Esuna will NOT be cast!
Your "no matter what" claim is inherently ignorant!
