It's possible Tim heard he was in ICU before seeing the video (or just doesn't understand blood loss).

Charlie lost so much blood from that initial shot that he would've been unconscious in 1 second and was functionally braindead within 5 - 10 seconds. He was 100% dead within 30 seconds.

Not to sound vulgar, but it's most likely he didn't feel anything, or if he did, it was 1 - 2 seconds at most. Which is better than him bleeding out for 10+ minutes just suffering while slowly losing consciousness. Then again, if it was a fatal shot that wasn't instant, he may have survived if he was taken to the ICU fast enough.
