There is no actual character building in Path of Exile 2, everything is on rails, there's a reason they removed any flat added damage and made every ability scale entirely relative to its base damage. It's so you can't use abilities in ways the devs didn't intend you to, and if people accidentally find ways around this (Lightning Rods + OoS) they will just straight up remove it and make an exception for the intended interaction (Lightning Rods + Lightning Arrow ONLY).

All you are doing in PoE 2 is putting the square block in the square hole.
